Knee caps can easily be checked without xrays by your vet...they may be perfect at 12 weeks and not at 12 months...
There is nothing you can do to prevent or even know if your Yorkie will have the other two problems..no genetic tests.

You must buy from a reputable breeder who has done all they can to perfect their breeding program to eliminate these problems... bad things happen to good breeders..so you must have a breeder who gives a health guarantee...
BUT...I would never promise a life time of good knees or trachea..those can come from injury and aging...Legg Calve Perthes is different...I have never had it so I would guarantee a puppy.
