I am not a breeder and know nothing much about raising little puppies. Both of my guys were rehomes and older when we adopted them. From what I have read in my time here at YT it sounds like you were lied to about the age. If Jax is just now getting teeth and is only .9 (is that ounces) there is no way he could be 2.5 months old. I have never heard of that registry either.
Good luck with your little ones. It sounds like you have your hands full and that you are being a very good owner, getting the proper vet care and all.
