Default Biting back....

Lately Kimchi has been chewing and biting a lot, he is about 9 weeks. If he is chewing we replace it with a toy, and if he bites we say "owe, no bite" and walk away for a few minutes. At first it was working great, but now when we say no bite sometimes he bites again. I read its best to grab the scruff of the neck (not hard at all) and say no bite, and walk away if they do it a second time. I dont lift him up or anything like that at ALL just simply put my hand on the back of his neck. When we have been doing this lately he has gone crazy barking biting harder and growling, being aggressive with the no bite rule. Any suggestions on what you did? I feel bad that he is acting this way and just want him to have good behavior when he is older! Thank you!
