I had that problem as well. What I did was constantly watch her and when I noticed she was doing the dirty I picked her up while in the stance and moved her to the pad. Once she finished I went over the top with praise and gave her one of her special treats. This has worked for me as she is pretty consistent with the pad now. Hope this helps.
