You could probably retrain them to pee pads if they used them before. I'm in the same boat. It's pouring outside and my dogs won't go out. Not a problem with Brandy because she will use the pee pad if she gets desperate enough but my other dog Dallas (50 lb mixed breed) hates rain and absolutely won't go outside and has never used a pee pad in her life so she is sitting here staring out the window with her legs crossed waiting for a lull in the rain
