I should add that a coupler typically has a d-ring at the "point" on the V shape which attaches to the leash and each end of the V shape has a clip to attach to the dog. My favorite coupler is by Wacky Walkr.
The safety collar, that's what it looks like to me also.

I bought a coupler and tried using it, honestly though, it's easier for me to walk them with out a coupler than with one. I walk up to 4 dogs on separate leads and rarely have a problem with twisted leads.
