I know my Teddie did this a few times. I thought it was some game he was playing, and it was frustrating to think my training wasn't taking, but...when I brought him in and he'd squat to poo I would say "you go potty OUTside" and pick him up and take him out. He'd finish there, get a treat, and eventually learned that to get the good num-nums he had to potty OUTside. Hope that helps, or gives you some ideas.
