I use harnesses for all 3 of my dogs, even my big guy. When I worked at the shelter we had a female pit bull mix come in with CT - poor girl. Since meeting her I tell everyone to use harnesses for their dogs. I don't think that any dog should be subjected to that much pressure on their necks, I sure wouldn't like it!
I don't understand why vets don't mention this to all of their clients! At least you tried, maybe that yorkie owner will take what you said to heart and get a harness.
