I had a litter box and paper/wood pellets for my two dogs for 8 years and they did play with the litter at first and also would try to eat it. We tried to just redirect them rather than scold them. It is tough because you want the puppy to go on the litter but when they eat it you want to tell them no. I kept mine on a leash, put them in the box with a directive to "Be Clean" and we stood there until they went. I tried to start when I knew they had to go. Before we knew it, they went in by themselves. Good Luck!
