If you tell him no and he still goes back and does it again, you have to be more firm and make the consequence stonger.
There are things you can buy at a Home Depot type store that wrap around the wires that aren't able to be moved out of his reach and as far as your cell phone charges, put them out of his reach.
There's also this stuff I have called YUCK! No Chew Spray, it's WAY stronger and yuckier than vinegar (I've tasted it, it tastes like a crushed up asprin (VERY bitter) mixed with lemon juice, very very yucky), the "active ingredient" is Rosemary.
