Not sure on the feeding thing, so I will leave that to the wonderfully knowledgeable people here to address.
As for the potty issue, I'd say you may have to give him a little time since he is in new surroundings. You may have to spot re-teach the potty pad and outside training. New surroundings can be difficult for some dogs to get used to ultra quick. Give him some time and I am sure he will get into the swing of things once he is used to his new home.
