She should be seen by a vet.
Likely they will recommend trying a diet change before medications though and that is not something you are willing to do.
You say she has always had this problem but none of the foods she has eaten are high quality (RC, SD, and Pinnacle). If it were me I would have a canine nutritionist come up with a suitable diet for her medical needs and homecook for awhile to see if that made a difference.
