I agree! We (my mom and I) suspect that it was a family who started with 2 dogs. Those dogs then had pups. The family didn't find homes for those pups. Then a possible second litter and they quickly became overwhelmed once all the pups were past the cute puppy stage. They picked their favorites and dumped the rest. If there is any story that advocates for spay and neuters it's a story like that! It's not far fetched either. Where I use to work, families would ask around with their child's classmates' families if anyone wanted a dog. Theirs just had puppies and they didn't know why to do with so many dogs.
