I would absolutely get to the breeder, however the family we got her from will not give any information to me anymore. they poof vanished.

Retained baby teeth really has nothing to do with when they leave their Mama, it is a small dog thing period so if your vet truly believes this theory then I have to say " you need a new vet " as the one you have has no idea what he/she is talking about & deff does not know enough about small dogs, IMO.
