With ACA all you need to do is send them a check! They don't even require a photo of the pet or a witness signature!
To register your pup with AKC, it doesn't require anything but a check/$$ also...meaning they don't require a photo or witness...
I've heard (don't know any personally) of breeders saying there were more pups born to a litter just to get more puppy papers then passing off a pup (of near age) as being AKC registered. Sadly it takes all kind I guess.
