Yes! They are absorbent & plastic backed, so you wouldn't want him ingesting pieces of them.
I bought a dozen washable pee pads shortly after getting ZoE because I'd read that many puppies at some point start tearing up their pee pads. Fortunately, she's never done that, so I'm able to use both washable & disposable without issue.
You might want to look into the washable pads.
