I'm glad your little boy is better. Just as an FYI, the bulges you were seeing are not his testicles (testicles are in the scrotum and can not be exposed this way). Male dogs create a "tie" when breeding with these bulbs. When males are sexual stimulated the penis swells and the bulbs enlarge, the female's body then "clamps" down on these bulbs holding the males's penis inside her vulva. A tie can last anywhere from a few minutes to 30 minutes of so (average of 15-20 minutes) and the breeding pair separate when the female relaxes her muscles and/or the male's erection goes down. Very often you can still see the bulbs enlarged after they separate. Is your boy neutered? He may have been humping a toy or another dog and got "excited" and this is when you saw his penis erect with the bulbs out. After some time they "deflated" and went back into the sheath. I just wanted to let you know what you were seeing so it's not so scary if you see it again. Keep the hair trimmed off the sheath and get him neutered - that will help alot (some neutered dogs can still create ties but most don't try because of lack of hormones).
