I had this happen with a cockapoo I had with vet on the phone directing me this is what we did . Please keep in mind your puppy needs you there for it is not gross. Wash your handf well and grab some vasiline . run a bit around the base where it is stuck . get your pup calm by petting and talking to him them . Then as fast as you can and as loud as you can clap your hands really loud. This causes a reaction (yes scares him) but the penis retracts back into place. Please let us know how it goes.
