Could be two other things.
Allergies because it his paw and that is usually a hot spot for them or
most likely if no other signs of allergies have shown up General anxiety disorder.
Have you talked to you vet or found a behaviorist.
It can be treated with meds, desensitizing and Anxiety wraps.
My girl after being attacked by a bigger dog went into a stress lick thing of her paw and the carpet as well as a few other very scary actions.
I got on the phone to our behaviorist and she is now on meds as well as a few new training protocols.
