I agree, she ought to be at the least citied for using her cell phone while driving! That is against the law for the very reason , people are not paying attention of the road, and to go off into the sidewalk where people are is just plain dangerous. I know it could of been a lot more worse. However, this is your little pixie. A member of your family. She needs to pay the vet costsw and compensate you for being so careless .
