My honest opinion is that dogs aren't allowed in many places because
1) There are way too many irresponsible pet owners who take untrained, unclean, obnoxious, and sometimes dangerous dogs out in public.
and
2) Our society is so sue happy that these "health" regulations serve to protect the owners of business establishments and even the dog owners.
