It is a longer exposure, and the shutter was open long enough to show the movement of the tongue (neither are sharp due to movement). The tongue was so fast that you see it as two tongues with an exposure long enough to bring enough light in to expose the image properly. I can't be sure, but I've done long exposures and something similar has happened. Whatever it is, it sure is adorable.
