You should talk to your doctor- he may qualify as an emotional support animal if he helps with your anxiety- while this will not allow you to take your dog into stores/ restaurants/ etc. it will prevent any landlord from telling you your dog is not accepted- and this is obviously most important for you, as it seems that your dog helps you most when at home
