He is not itching all the time just a few times aday I catch him. His skin is a little white colored from the dryness but not noticable unless you are looking for it.

I hope the food switch and the new bath soap will help him
Thanks for all the info and suggestions.
Be careful w/ shampoos for allergy dogs. Oatmeal shampoos are not good for allergy dogs, and can actually make them worse. If you ever go to a Vet Dermatologist, they can tell you this too. For some reason, the myth is out there that oatmeal is *for* allergy dogs...and it's really not.
