Is this a puppy or an adult? Does the skin have any reddish/splotchy areas on the back, neck, tummy, groin or anywhere?
Skin issues are always secondary to something else...whether allergies, or some disease state etcetera.
If the itching seems excessive...I'd def recommend going to the vet or vet derm and having the skin thoroughly inspected. In allergy dogs, skin infections are not uncommon, and need a prescription. There are also prescription shampoos that have great ingreds for skin problems.
