She can never not allow her into the store. period. Nor can she ask her what her disability is (federal penalty just for asking). "Basically" your friend can ask her "if" that animal is a service animal - suppose to be taken on face value...however, you friend can ask for proof - such as a letter, etc ("but" - even though she can ask that - it's a fine line and could be sued for discrimination). If the animal is wearing a service patch (despite the fact anyone can buy them for about $6) and when asked "if" the animal is a service animal the response is "yes" to proceed further with questions and demands for letters of proof is in fact discrimination under Federal law.

However, I think that it's great your friend would be willing to deliver and it's unfortunate the customer apparently won't consider it.
