If the sire of the litter is a parti, then all of the puppies have one copy of the parti gene. The mother would have to be a parti carrier in order for the parti colored pups to be in the litter - they received a copy of her recessive parti gene. The other two puppies who are blue and gold, did not receive a parti gene from mom, otherwise they'd be parti colored too.
