You can use liquid bandage, and actually would be very useful for the area that it's in...BUT, since this hasn't just happened, and he's been walking on them, take him to the vet first, because you do not under any circumstances want to seal those cuts with a possible infection inside.

If there is any infection, the vet will want it to be able to drain, and the liquid bandage would prevent that.

And I agree with another post...especially with where the cuts occured, you should have been informed when you picked him up. That should be brought to the attention of the management of that groomer, if it is an establishment with more than one. That's not just an "oops", that's a health issue that was not reported to timely.
