Well in looks they are similar, it's the ancestory that makes them different. They both have the white gene, it's just that the Biewers have been developed a little further for specific markings. Parti's on the othere hand haven't because Yorkshire Terrier breeders do not like the "off" color so they don't pursue it. I'm sure that many years ago, breeders would probably cull the white ones out as to not let it be known that they have it in their line. Let's all agree, call them Biewers if they have German ancestry behind them, Parti's if they don't...
