I agree. quick stop would have fixed that right up. The groomer should have told you she cut the quick and to keep an eye on it. She may not have cut into the quick but just got really close and then the pavement took that extra edge off which made it bleed. Quicked nails are no biggie. Just apply quick stop and some pressure. It will stop. If you don't have quick stop, then you can use corn meal, flour, or a bar of soap. Just press against the nail until it clots.

Since the groomer is in the same building as the vet I would have just gone back in there and asked her to put something on it. Then you wouldn't have been charged by the vet. I'm kinda 50/50 on the vet charing you for the visit. I mean technically he didn't do it, but he does employee or rent out the space to the groomer. The groomer could be an independent contractor and rent the space from the vet, so she wouldn't be considered an employee.
