I don't understand why they wouldn't secure their yard... My dog is a beagle-he's not huge or anything but he has a way of getting out of anything. Because he is truly an escape artist we ended up getting a chain for him for a runner because he chewed through everything else and on top of that we got him a special clip that is about an inch and a half long and you have to screw it shut. It was a bit more money than normal dog runner stuff but at least he is safe and can't get off his runner. And on top of that someone is either outside with him or near the window when he is outside. He barks at everything and every time he barks someone checks to see why and if we have to do dishes or clean or whatever he is always checked on every couple of minutes (more frequently when I am home because I'm paranoid).
When he is let loose in my grandparents fenced in yard we still keep a eye on him. You never know if another animal made a hole or whatever. I usually walk around before he is let out and now that he's twelve he runs around and then once he has tired himself out he stays close.
