Well, IF anything, it was possibly the wrong selection on the place.
When taking my two to be Groomed, which is a Day Care Center
as well, I thought I was filling out forms, for some TOP Security
clearance for them. I swear it was three pages for each !
One often forgets, or doesn't consider the level of contact, and
some occasionally do not give their little ones shots to cover those
occasional instances. Even a trip to the Pet Store, Doggy Park, or
other areas of assembly, can create contacts we don't think would
be infectious.
Though many don't inoculate for "all" possibilities, I do,
for just those vary reasons.
The appropriate protection for Kennel Cough is called Bordetella.
I think it also can be given as an injection, or via a "squirt" of
liquid in their noses.
