Chicken Soup and Premium Edge are good in that price range
. PetSmart doesn't carry many of the good foods, do you have a Petco near by? Other good brands that are priced decently are Verus (it's a little harder to find though) and Evenger's, Nature's Variety is a good "all life stages" one who's Prairie kibble is reasonably priced as well.
A five pound bag will last a young Yorkie puppy a pretty long time, I'd say about 3 weeks or so? Figure, the feeding guidlines will be about 1/2 cup per day if that helps
