This baby needs emergency treatment not a home remedy. I think the repeating incidents need to be linked up as a chronic problem that needs a good GI specialist.
I would also STOP giving any meat. When they are bleeding from digestive tract, most say to hold back on food, but I definately would not be feeding hamburger. Maybe some brown rice mixed with some chicken broth. I might go with some yogurt but NOT cow's milk. If the vet recommended milk before, was it goat's milk only? That would be the only milk I would ever use with our yorkies. A little pumpkin is usually good for any GI upset. Diet alone, can be the cause of both blood in the stools and vomiting pink bile. I would really be thinkin about his as both the hamburger and dairy products can cause mucous in the stools.

But that is an uneducated guess! I am no vet. I think your dog should be thoroughly tested for parasites, get a fecal exam done, see the vet for a rectal exam, maybe even get a basic blood panel done too. But most important in there is see the vet.
