I know it's terrible. I've seen these problems first hand working as a vet tech and I'm constantly telling people to never use any of their products, especially the flea topical. I think people just want to save a buck and think they're getting ripped off by the good brands. A little research on the owners part could prevent so many of these pets from suffering. Hopefully they'll get shut down, they must have a bunch of lawsuits against them. Idk, I didn't read the linked article yet but I already know what it's going to say.
