When Kacee tore her right rear knee tendons in two running like the wind, they shaved her leg. It took a couple of years for the hair to fully grow back in and match her other legs. Her hair is silky. I thought it took forever, too!
It had grown back in before that, but it just didn't fill in like her other legs until a good two years had passed.
