The pollen count has been terrible here in NC. I'd suspect that is what is causing the itching, especially since she has eye boogers also. Environmental allergies are far more common than food allergies. If I recall, food allergies only make up about 10 or 20% of canine allergies. Food allergies occur after repeated exposure to an ingredient over a long period of time so they are even less common in a puppy. You've only had her a month, right?
