Outside! Remy is 100% outside (at 2.5) after using pads for his first 6 months. (His choice BTW, he stopped using the pads when he understood he was going out to go).
We live in a condo in Baltimore, which makes it a little bit challenging... out our foyer, down the elevator, and outside... its not as easy as just opening the door. That being said, he has a covered area to go in bad weather.
I noted your comments above - and the issue with bad weather - Remy stays with my parents in the country when we travel and during blizzards and driving rain he goes very close to the house on the shrubbery and will poop in the garage, LOL. and he is extremely quick about it from what I've been told.
