Confused How many piddle pads do you have down?

I hate starting a potty training thread since there's sooo many, but this is a really specific question that I can't find the answer to.

Alice is doing pretty well with housebreaking (she goes outside when I take her and inbetween uses her pads 99% of the time now). At first I had the pad in the kitchen but she wasn't really using it. Moved it to the living room and she's been going great! The other room next to living room is where the computer is and if I'm in there, she will just go on the floor instead of walking into the other room to use the pad, so I put a second pad in there - ok, going great, she uses both.
She follows me all over the house every single time I move LOL which of course I'm fine with, but her pads are downstairs and if she follows me upstairs and I'm, say, folding laundry, she won't go downstairs to use the pad, she just goes on the rug.

Is this normal? She's still only 6 months old and it's not a big deal, but just wondering if you all have your dogs stick to using only 1 pad in one location of the house (that's obviously what I want her to do)and how do you get them to go to it if they want to 100% of the time be where you are? I follow the normal training rules (catch her in the act and move her to the pad or outside, praise like crazy when she uses it or goes outside etc.) but she just refuses to leave my side to use the pad or hold it till we're back in that room (and I'm not talking about long period of time here either). If I had a pad in every room of the house, she'd never have an accident lol but that's crazy right?
