YES.... it is normal NO need to panic !!
Myabe not the boken one but yes he's at the age when he should loose his canines. The four fangs as you say. If they do not fall out on there own they will need to be pulled by the vet. Some times they do not fall out b4 the new ones come in, in this case they must be pulled.
