Well.... both, LoL. In general, a harness CAN make them pull worse. But luckily they have harnesses now to help. There's one at Walmart, like the No Pull harness or something. And there is the Premier Easy Walk harness with a d-ring on the front chest (this is what taught Jackson to walk as a pup). But yep, Yorkies should always wear a harness. Even my 16lb big boy has a very sensitive throat.
