I don't think we can stop people from being cruel. We can help educate people on what to look for in a breeder and encourage them to always visit the breeder's home. If everyone did this, puppy mills wouldn't find it so easy to sell their puppies. When breeders learn that pet owners want the breeding dogs to be humanly cared for, they will start properly caring for the breeding dogs, not just tell us how much they love their dogs. So basically, we have to educate the buying public, but it's no easy task, many breeders have learned how to "talk the talk" so they can sell their dogs.
