Sounds like the manager was very professional and proactive about the situation. If it's comforting, at least there are other neighbors that are having a issues with him. So, everything has been documented.
I carry pepper spray on my keychain too!
I don't live in a rough neighborhood by any means, but you never know (plus my neighbors are just down right weird).
