I do live in a pet friendly apartment complex and I've come across "roaming" dogs without their owners. There was a chiuahua that would meet kids at the bus stop and chase them home. Not safe at all for kids or the dog. When that same dog chased my kid, I actually had a fit and went to the owners door saying if she didn't keep an eye on her dog that it might come up missing. I know it was harsh, but it was out of anger and I did end up telling managment. Mind you, we haven't seen that dog without its owner and leash since that time.

It's a sad situation that people don't respect their neighbors and leash their pets or let them just roam the neighborhood. I do understand that there are instances when pets get loose from fenced areas, but it's the owners responsibility to ensure it doesn't happen on a recurring basis.
