I started teaching Harley heel, cause he takes off and "attacks" and barks at leaves and birds.
I started in a quiet area, asking him to sit beside me between me and the wall, after he got that I started asking for sit away from the wall, beside me.
now when we walk, I give random treats for walking next to me, if he pulls at all. I stop and stare at the spot beside me sometimes I'll point if he's really confused. As soon as he lands beside me I give a treat and keep walking. Now his reward is forward movement, and he's figured it out.
You could always give that a try.
