It could also be worms or irritation. It is likely the glands though. the scooting does indicate that they need to be expressed (better not to start if you don't have to, but you may need to now).
Opinions vary quite a bit on whether it is okay for owners to do it, esp. without a vet doing a demo for you. I have been told that there is no special method and damage isn't going to occur (and if it does, it probably had nothing to do with your method). Talk to your vet and see if they min dyou doing it...
