I did this for both Max & Mickey and they loved it:

Take an older wash cloth and wet it in water.
Wring out water but not to tight.
Fold it on the diagonal and tie in a knot with 2 ends still long.
Put in the freezer.
After frozen let them chew and play with it.
Repeat after thaws out.

I had 2 of these in the freezer so I could rotate.
