Do you have a command to tell them to use the wee pads? You can just use that command when you take them outside. That is how I trained my Mochi to go outside. Or you can maybe take them out when they haven't gone on their wee pads for a long time and praise them when they do go outside. I find that when they really have to go they will go right away without hesitation. So try taking them out immediately after you crate them
