I have a 13 year old Toy Fox Terrier and a Yorkie puppy. My vet said to just put them together, with supervision, and intervene only if they were hurting each other. He said that holding them back, or separating them with a fence, actually makes them more aggressive to each other. They fought (without injuring one another, just fierce growling and wrestling) for about 2 weeks, then got used to one another. Now they are friends and play all the time. My TFT is old and sometimes needs a break from the puppy, but otherwise she's healthy and can keep up with him.

So I would say, put them together and let them sort out their own dominance issues, as long as no one is getting hurt or stealing the other's food, etc.
