This sounds like yeast either from food allergy or allergic reaction to the shampoo. Not sure what's in the spray but if it has nothing in it to kill yeast it will not work. If you have any Chamomile Tea you can give him a Tea rinse to keep him more comfortable till you can get him properly diagnosed by your vet.
Keep in mind that Yeast itches & burns terribly. Also it could be a staph infection from him scratching so much so you really need to know what he's got to treat it properly.
